Add-on alerts and emails for new threads/posts in mod queue with custom permissions setup.

This is a simple addon that will send the selected staff groups a alert and email when there is new thread/post in the mod queue. You set this via the permissions system, there is a new permission under the "Forum moderator permissions" group called "Receive alert/email on moderated thread/post"
