[AndyB] Remove ignore 1.2

Removes the ignore function.

Your members will enjoy having an easier to use forum which has less clutter.

Installation:

1. Download Andy-RemoveIgnore-1.0.zip and unzip it.
2. Copy the src/addons/Andy/RemoveIgnore directory to your server.
3. From the Admin Control Panel Install the add-on.
